the "no tail" was retconned decade ago.
the "rule" only came up as a description of angela cross (the only example of a female lombax), so it is not a rule at all.

heck, the dev said they regretted not giving her a tail once they decided to start considering angela a lombax definitely instead of just a similar looking alien.

of course, the fun part is that, since its a French franchise, they don't shy away from showing the girl centaur bare breasts even if it is a comicbook for kids. To french, thats nothing out of the ordinary.
